I have finally got around to writing another constitutional amendment which I would like to see in our United States Constitution. I have already written a 28 regarding term limits on senators and representatives. This particular amendment would require a U.S. citizen to pass a test to vote in elections.

Amendment XXIX

Section 1.

The right of citizens of the United States, who are eighteen years of age or older, to vote shall be granted and unabridged by the United States and by any other State provided that the voter fulfills both of the following requirements:

1) The voter shall provide a government approved photo id to the election officer prior to entering the voting booth.

2) The voter shall take a test upon entering the voting booth and must receive a passing score in order to vote in the election. The test shall be a five question exam. Each question will be followed by three potential answers, only one being right, which the potential voter must choose to respond with. The potential voter must answer three of the five questions correctly to proceed casting their ballot. The questions shall consist of and be limited to questions regarding the United States Constitution. There shall be numerous questions to choose from, which will be given randomly to the potential voter. The test shall ask the potential voter to match a specific Article and Section number with the correct phrase, which will be among the three choices.

Section 2.

If the potential voter fails the test, he shall be allowed to try again the same day, repeating the process through the election officers. However, if the potential voter fails a second time he shall no longer be allowed to vote in that particular election on that day.

Section 3.


The qualification of passing a test is only applicable to elections of federal officers.

Section 4.

The Congress shall have the power to enforce this article by appropriate legislation.

Reasons For The Amendment

The more history I learn, the more I realize that the current predicament of our country is not only because of corrupt politicians, but because of the unwillingness of the citizenry to fully engage themselves in the political arena. I understand that not everyone will ever become fully engaged, but the way I've come to see it is that if you are going to elect your leaders which create the laws we live by, then you ought to have somewhat of a grasp on the law of the land.

We as a nation were blessed with a simple and straightforward yet powerful and limiting constitution. And it's because of the fact that it is simple and easy to read that I feel people should be tested on it before they elect our leaders. If they take the time to read a little bit of it, then they will have a better understanding of it and who they are voting for. I also feel it would make politicians campaign more on constitutional principles in order to appeal to the voting public.

Many will say "Oh but that discriminates against people who can't read." To that I would first I say, "how then can they understand the voting instructions and questions?" Secondly, perhaps we could offer assistance to understanding the constitution. Maybe government sponsored classes throughout the year, or maybe classes during election day in rooms other than the voting area.

I think this amendment could replace the XXVI Amendment, and I also think this option could repeal the electoral college. It would cause more people to educate themselves, and I think turn the tide in freedoms favor, because as far as I'm concerned, we are living under the oppression of an uneducated majority.

I have to say, I am all for something that would make our people become informed voters. It is a utter disgrace to hear these reporters outside of polling booths, asking those that just voted how they voted and why. These fools have no idea who someone's (presidential race) running mate is or let alone, why they are even voting for that person. I know they play these clips as jokes but, it steams my buns. As far as ID, I see this as a automatic but, as we all know a lot of folks say it hinders people from voting, I say poppycock. Here in our neck of the woods of PC Alabama, we must show ID to vote. As good as this idea is, you know neither party will never make a amendment that makes it so their voting public must take a test. Most know just how ignorant most of their constituents are and they count on this. Nice idea. Thank you for sharing.:)
